She was a career international civil servant at the United Nations from 1980 to 2006, serving in various positions in the Political Affairs, Peacekeeping and Public Information Departments, and as a member of several appointment and promotion bodies. Also at the United Nations, Mrs. Al-Mughairy was Chief of the News Distribution Section of the Office for the Research and Collection of Information (1986-1992), Principal Officer of the Department of Political Affairs’ Electoral Assistance Division (1992-1995), head of the Public Liaison Service of the Department of Public Information (1995-2003), and Chief of the Information Centres Service (2003-2006). At the latter post, she oversaw the far-flung network of United Nations Information Offices around the world, which comprised 64 Centres, six Information Services and eight information components.

Mrs. Al-Mughairy received a Bachelor of Arts degree from the American University in Cairo, Egypt (1970). While studying there, she worked as a broadcaster, programme producer and translator at Cairo Radio. She later undertook postgraduate studies in broadcasting at the Institute for Development Studies at Sussex University in the United Kingdom and at Columbia University School of Journalism in New York.
