DESCRIPTION:

The Diplomat Health Conference will unite foreign ambassadors/diplomats, U.S. government officials, representatives from multi-lateral health agencies, health providers, and healthcare corporations. This conference will serve as a platform for thought leadership, fostering knowledge exchange, and facilitating networking opportunities. Over the course of this half-day event, the conference will delve into the role of artificial intelligence in healthcare and explore strategies to achieve successful population health outcomes from a global perspective.

Ambassador Birgitta Tazelaar

Ambassador Tazelaar is the current Ambassador of the Kingdom of the Netherlands to the United States of America and the non-resident Ambassador to the Commonwealth of the Bahamas.

Tazelaar is a career diplomat with 30 years of experience in political affairs, human rights, and development cooperation. She previously held the position of Deputy Director-General for International Cooperation at the Dutch Ministry of Foreign Affairs. She has also worked in the Middle East, Southern Africa, and the United Kingdom for a variety of bilateral and non-governmental organizations, in both advisory and senior management posts.Prior to her role as Deputy Director-General, she was director of the North Africa and Middle East Department and Representative of the Kingdom of the Netherlands to the Palestinian Authority in Ramallah. And previously she served as political counselor at the Dutch Embassy in London, and was responsible for foreign policy areas ranging from NATO and nuclear security issues to EU external policy and crisis regions worldwide.Her other positions have included deputy head of the Human Rights Division in the Hague, where she was active in promoting women’s rights at UN level and spokesperson for the Minister of Foreign Affairs.About her academic background, Birgitta studied human geography in Utrecht and conducted research in Kenya and Spain.

Areas of Expertise: Implementation of the first ever Roadmap for the Digital Transformation of the Health Sector in the Americas
D’Agostino is the Chief of Information Systems and Digital Health in the Department of Evidence and Intelligence for Health Action at the Pan American Health Organization (PAHO), and a Regional Office for the Americas of the World Health Organization.
For more than 2 decades, D’Agostino has held various technical and managerial positions at PAHO as a Senior Knowledge Management Advisor, Director of Knowledge Management, Communications, Bioethics, and Research. He led the development and implementation of several regional strategies and policy documents for the Americas that were endorsed by all the Ministries of Health of the Region.
Recently, he led and implemented a renewed action framework for information systems for health and is currently leading the implementation of the first ever Roadmap for the Digital Transformation of the Health Sector in the Americas.
Marcelo is also the PAHO’s focal point to the World Health organisation on Digital Health, Artificial Intelligence and Behavioral Sciences.

Areas of expertise: Physician-Economist, leading Microsoft’s Philanthropic AI for Health effort, trying to apply AI to imaging and public health, empowering individuals and organisations to improve and achieve healthcare services.
Throughout his career, Dr. Weeks has published two books and more than 250 peer reviewed manuscripts, examining economic and business aspects of many things, included but not limited to: health care services, physicians, healthcare providers, pharmacies and pharmaceuticals, policy makers, educational investments, health care delivery science and value.Dr. Weeks has conducted multiple researches with non profit organizations and academic centers to improve health care and its outcomes, trying to implement new technologies like AI in imaging and public health. He is also trying to work with customers aiming to empower every person and organization to achieve more in this aspect.For his exceptional work and dedication, Dr.Weeks has received many honors and awards, like: The National Rural Health Association Outstanding Researcher Award in 2009, Jerome F McAndrews award for excellence in research from the National Chiropractic Medical Insurance Corporation Group, and he got that in 2016. And Fulbright-Tocqueville Distinguished Chair at Aix-Marseille University, and a 2020-23 Fulbright Specialist Award, that he also received in 2016.

Dr. Weeks’ research has been funded by CMMI, NIH, the Commonwealth Fund, the National Chiropractic Medical Insurance Corporation Group, the VA, AHRQ, and Bupa.

Tan is the vice president at Kaiser Permanente, an American integrated managed care consortium, based in California. Tan is currently playing a very important role in her position as a vice president for Strategic Information Management and Global Relationships, where she is providing strategic leadership that enables and advances KP’s strategy.Tan is a seasoned leader who has both professional and academic background. She has been leading multiple transformation efforts that include Identifying, analyzing, and interpreting health care trends. She is leading a big team with more than 250 data scientists and analysis, and she is responsible for KP’s insight, which conducts a wide range of work from complex delivery systems and financial analytics to regulatory reporting. She is also leading the process of transforming information and analytics into a cloud-based platform that includes AI, machine learning, and neural nets.Before joining Kaiser Permanente, she consulted with senior leadership at Fortune 500 firms in her seven years with Booz & Co. And with Kaiser Permanente, Tan moved from a position to another, leading herself and her teams to success.Tan started her journey by getting her bachelor’s degree in economics, political science, and statistics from the National University of Singapore. She didn’t stop learning during achieving big success in her career, as she later got an MBA from the Massachusetts Institute of Technology’s Sloan School of Management and completed the Kaiser Permanente Executive Leadership Program at Harvard University in 2008.

Dr. Wollman is a lifelong Kaiser Permanente member and son of a career Southern California Permanente physician. He was formerly with The Permanente Medical Group in Northern California before coming to the Mid-Atlantic region in 2009.As a passionate advocate who is dedicated to improving population healthcare, Dr. Wollman’s has wide expertise in including government relations, radiation oncology, healthcare utilization, pharmacy, medical genetics and pathology/ laboratory services, these expertise were critical for the success of the Mid-Atlantic Permanente Medical Group.Dr. Wollman has hosted meetings with the Ministries of Health from Luxembourg to the Philippines to Lithuania and is on the board of the National Multiple Sclerosis Society.About his academic background, Dr. Wollman graduated Phi Beta Kappa from Stanford University in mathematics and computer science and received his medical degree from the University of California, San Diego. He then completed his diagnostic radiology residency at the Stanford University Medical Center, is a Fellow of the American College of Radiology and a graduate of the Harvard Business School Executive Leadership Program.

MacLean is Chief Medical Information Officer and Chief AI Officer for the Mid-Atlantic Permanente Medical Group. Currently she oversees a large team of software engineers, physician informaticists, and clinical analysts in the design and implementation of all technology, AI and tele-health enhancements, advancing digital and AI first strategy, alongside the entire executive team and partners across Kaiser Permanente. She is also Principal Investigator for an upcoming trial focusing on the use of AI in Breast Cancer screening.Dr Maclean has a wide experience in the Electronic medical field. She is a founder and co-executive sponsor of the Permanente Medicine Artificial Intelligence Center of Excellence. She holds several local and national KP technology leadership roles , including the executive sponsor of the Kaiser Permanente Mid-Atlantic States Technology Coordinating Group, which coordinates the procurement, life cycle replacement, and future investment into imaging, surgical, procedural and monitoring equipment, PACs, and other technologies. Dr. MacLean is certified by and on the advisory board for the American Board of AI and Medicine (ABAIM). She is an official member of the Forbes Technology Council and has published several articles in this role on AI and other technologies.As per her academic background, Dr. MacLean completed her residency in diagnostic radiology and fellowship in Neuroradiology at Harvard Medical School’s Brigham and Women’s Hospital in Boston and is board certified in both. She is also a recent graduate of the Harvard Business School Executive Leadership Program of Kaiser Permanente, Dr. MacLean is also a graduate of Brown University, where she concentrated in the visual arts, and the Warren Alpert Medical School at Brown University, where she received her medical degree. Dr. Godfrey C. Xuereb

Dr. Godfrey is the 14th Maltese Ambassador for the United States of America. He is currently also non-resident Ambassador for Mexico and High Commissioner for The Bahamas.

Prior to his appointment, he spent 22 years working for the World Health Organization (WHO) and the Pan American Health Organization (PAHO) having held several senior positions in different countries.Dr. Godfrey is the first Maltese citizen to be appointed to the position of Head of Country Office within the organization during his tenure with WHO/PAHO. He is specialized in public health with a focus on nutrition and physical activity and more recently public health diplomacy.

He has experiences in Small Island Developing States, having worked closely with both the Caribbean and Pacific islands as well as in his native Malta, with special emphasis on public health and disease prevention. Before joining WHO, Dr Xuereb served in different posts within the Maltese health system, with his final appointment being that of a/Director of Health Promotion and International Health within the Ministry of Health.Dr Xuereb has a PhD in Public Health and is specialized in Global Health Diplomacy, having gained his university education at the University of Malta, University of London (Kings College) UK and the University of the West Indies (Mona).

During his professional career he has presented at several international scientific fora and is the main author of a number of publications in peer reviewed journals as well as publications for patient education and continuing professional development for health care professionals. He has served as Vice-President and Secretary of the European Diabetes Education Study Group and is a Fellow of the Royal Society of Public Health (UK).

Ham is a bestselling author, columnist and anchor. For the last decade he has served as a highly sought after journalist and analyst covering the White House, Congress and U.S. presidential elections.

Eric Ham builded his career through working for some of the most respected media outlets around the world. He has reported on the biggest political stories shaping both sides of Pennsylvania Avenue. He is now at the forefront of coverage serving as a White House correspondent for the Associated Press, on-air political analyst for the BBC and a political columnist for Canada’s CTV. 

Prior to his work as a journalist, Ham worked in the U.S. Congress as a staffer for former Senator Bill Nelson. He led the government relations outreach for the Center for Strategic and International Studies (CSIS). He also was the chair of the Security and Development Work Group for the Society for International Development and co-chaired the Fragile State Strategy Group. 

Currently, Eric Ham anchors First Post America, a daily digital news program reporting on the latest news and headlines from the United States and around the world. He’s a graduate of the University of Michigan and the University of Chicago, and he lives in Washington, DC.

Steve Posnack

Areas of Expertise: ONC national coordinator, health information technology. 

Posnak serves as the Deputy National Coordinator for Health Information Technology, where he advises the national coordinator, leads the execution of ONC’s mission, and represents ONC’s interests at a national and international level. He oversees ONC’s federal coordination, regulatory policy, public-private initiatives, and the overall implementation of statutory authorities and requirements. 

Throughout his over 15-year career with ONC, Steve has led and created initiatives in a variety of technology and policy positions, including: serving as the Executive Director of the Office of Technology, Director of the Office of Standards and Technology, Director of the Federal Policy Division, and Senior Policy Analyst.  

He also drafted the regulations that established ONC’s Health IT Certification Program and standards and certification criteria for certified EHR technology as part of the Medicare and Medicaid EHR Incentive Programs. 

Mr. Posnack earned a Bachelor’s degree in computer science from Worcester Polytechnic Institute, a Master’s degree in security informatics from Johns Hopkins University Information Security Institute, and a Master’s degree in health policy from Johns Hopkins University Bloomberg School of Public Health.


Karin Cooke

Karin Cooke leads Kaiser Permanente International, focused on highlighting the best practices and potential of integrated health care systems. She designs programs and engagement opportunities for international health care leaders, providing tools and inspiration to support change in health systems worldwide.

Karin completed a master’s in counseling at the KP School of Allied Health Science in September 2023 and is an Associate Marriage and Family Therapist accruing clinical hours on the way to clinical licensure.

Prior to joining Kaiser Permanente International in 2018, Karin was a director with Kaiser Permanente’s Technology Innovation group, identifying emerging technologies that are relevant for Kaiser Permanente and partnering with Kaiser Permanente leaders and frontline innovators to test solutions that can transform how care is delivered.

Karin has also worked in venture philanthropy, corporate social responsibility, and education, with a focus on capacity building and leveraging technology to support the different communities being served.

Karin has a bachelor’s degree in communications from the University of California, Berkeley and an MBA from The Anderson School at the University of California, Los Angeles.
