His Excellency Valentin Rybakov

Valentin Rybakov from was the First Secretary at the Embassy of Belarus in the United States from 1994 to 1999.  

He was born in 1958 in Tomsk, Russia. He graduated from the Minsk State Pedagogical Institute for Foreign Languages. He also completed a training course at the Foreign Service Institute of the US State Department (1994). 

He worked as the Head of the Division for International Security and Arms Control at the Belarus Ministry of Foreign Affairs from 1999 to 2001 and then as the Counsellor at the Belarus Permanent Mission to the UN until 2003. From 2003 and 2005, he was named Minister-Counsellor at the Belarus Embassy in the United States and became the Head of the American Division at the Belarus Ministry of Foreign Affairs in 2005.

From 2006 to 2013, he worked as the assistant to the President of the Republic of Belarus. From January 2013, Mr Rybakov is Deputy Minister of Foreign Affairs and holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.
